When the player on offense is the ball handler, is it allowed to extend the non dribbling arm or elbow out, if so, is there a limit as to how far out they can extend their elbow or arm? Or how high the can raise their elbow while driving?

I'm a high school varsity official in Rochester (not sure what the college rules are regarding this question) ... There is no limit on the extension or height regarding the dribbler's elbow or arm in the rule book ... The key is whether the dribbler makes contact and extends his elbow or arm with the defender (to gain an advantage - i.e. to make space for a shot or for pass to occur). If so, a player control foul should be called.

Sip-Interesting as I thought you were asking re Shulga. He had the off elbow up, which I thought was fine, but seemed to be hooking and pinning with it if he gained a half step advantage

Rob, last night's game parallelled a high school game I went to the night before. The Point Guard in the high school game went like 0-20 when their team lost their first meeting, but coincidentally came out Tuesday night much more aggressive, extending the arm for separation and dropping 3s.

You're welcome Sip. An offensive player also can not hook around the defender. We've seen Chad called that a few times this year, which was valid in my opinion. Another key factor that we're always taught is to officiate the defense. If the defender established "legal guarding position" - facing the offensive player, both feet on court, a step away and doesn't move forward towards the offensive player, any contact made is on the offensive player and should be ruled as such. Verticality is another factor towards officiating as both the offense and defense are entitled to their established position on the court as long as they jump straight up. I thought the Flowers foul call in the last 1 1/2 min last night was not the correct call. Let's go Bonnies

I have another question, years ago it was possible for a player to commit an offensive foul while shooting and still get credit for basket. Is that still possible?

It's no longer possible.
Rule 5, Art. 15. When a player in control of the ball or an airborne shooter commits a foul before or after a goal, the goal shall be cancelled.
