On a more positive note there are several fine officers who do an outstanding job with handling a lot of the trouble that comes there way and kudos to them. That is not an uncommon practice in many municipal or village courts. Actually if you write a check to the NYS DMV in almost any county in NYS, the check is made out to the County Clerk and in his/her name.
